About Us.
The Newcastle Conservation Advisory Panel (NCAP) was established at the turn of the 21st Century as a result of a specific requirement for an independent group of conservation professionals and others to aid planning processes relating to the historic environment of the City of Newcastle upon Tyne.
NCAP is a voluntary and nil cost advisory panel comprising experienced representatives from professional, amenity and community bodies. As an association of representatives from third-party bodies, NCAP operates according to established terms of reference agreed by its members and not as a constituted unincorporated association, nor does it have trustees.
NCAP’s role is to provide independent advice to the City Council, building owners and developers on planning applications affecting listed buildings and conservation areas in Newcastle upon Tyne.
NCAP is committed to supporting sustainable development that connects the social, economic and environmental needs of the people and communities of Newcastle upon Tyne.
Our Purpose
The purposes of NCAP should be to offer comment on the historic environment aspects of applications for planning permission and other consents affecting listed buildings, conservation areas and other heritage assets in Newcastle upon Tyne.
Comment on Applications
We look at planning and Listed Building applications that could affect Newcastle’s historic buildings, streets and spaces. Our comments highlight how proposals might impact the city’s character, and we suggest ways they could be improved. By feeding into the planning process, we help make sure change is positive and well-informed.
Review Proposals & Presentations
Before planning applications are submitted, developers and architects often come to us with early ideas. These sessions allow us to share feedback, ask questions, and suggest ways to make designs more sensitive to their context. It’s a chance to shape better outcomes from the start.
Contribute to Policy
We’re also involved in wider conversations about how Newcastle grows and changes. Whether it’s commenting on draft planning policy or contributing to conservation strategies, we offer insight to help the city value and protect what makes it unique.We are involved in
advancing the objectives of conservation and enhancement of the historic environment of Newcastle upon Tyne for the benefit of the public.

Presentations
As Newcastle’s established advisory conservation body, NCAP’s advice is recognised as being most effective at the earliest stage of development proposals. NCAP therefore has a preference for and particularly welcomes developers’ pre-application presentations as this ensures detailed understanding of schemes thus offering the panel’s input of diverse experience and guidance prior to such schemes becoming formal planning applications / listed building consents.
Schemes may be referred to NCAP for review at any stage within the planning process by Newcastle City Council, developers, building owners or other interested parties.
